Transformative action to realize the 2030 Agenda through effective coalitions

While implementation of the 2030 Agenda for Sustainable Development is primarily the responsibility of governments, the scale and ambition of the agenda call for contributions from stakeholders across society including parliamentarians, citizens, civil society organizations, the private sector, academia, and the media. Based on a review of multi- stakeholder coalitions from around the world, this working paper provides a series of good practices and evidence- informed recommendations that can be used to strengthen the governance of coalitions in order to trigger accelerated and transformative actions for sustainable development.
Realizing the potential of Goal 16 to promote and protect civic space

Civil society will face significant challenges in fulfilling the role it has been mandated by the 2030 Agenda without access to adequate civic space, and an enabling environment in which to operate. Current research suggests that civil society in over half of the countries of the world is facing serious restrictions on its freedom to engage, express itself and be heard. This report based on 18 case studies raises the awareness of members of the potential of Goal 16 of the 2030 Agenda to be used as a lever for creating greater political space for civil society, and to enable it to contribute more effectively to monitoring and implementing the 2030 Agenda. Finally the results of these case studies are likely to contribute to the development of new civic space indicators which will measure the efforts of UN Member States to “protect fundamental freedoms” in accordance with international human rights standards and national human rights laws.

Goal 17 recognizes the role of Capacity Development as an important means of implementation of the 2030 Agenda. Although civil society is not specifically mentioned in this regard, it is clear that the need for enhanced capacity development for all stakeholder groups involved in the 2030 Agenda monitoring and implementation is recognized. For this reason, Forus carried out an analysis of the 2017 & 2018 VNRs in order to determine how capacity development is being implemented by national governments and whom it benefits.

The High-level Political Forum is the United Nations (UN) central platform for follow-up and review of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs). Civil Society is calling for greater transparency in relation to the process of HLPF review. Given the importance of the official review of the HLPF this year, Forus and Civil Society actors are calling for civil society to be fully informed, in advance of the launch of the process being launched, of how it can best engage with and influence it.

Pour soutenir ces missions pour connecter, soutenir et assurer le développement des capacités des Organisations de la Société Civile (OSC), Forus a réalisé une étude sur les sources et modalités de financements des réseaux et plateformes de la société civile aux niveaux national et régional. L’étude a examiné les forces et les faiblesses des différentes sources et modalités de financement afin de formuler des recommandations pour améliorer à l’avenir l’attribution des ressources aux réseaux et aux plateformes des OSC, assurer que les contributions des OSC pour atteindre les Objectifs de développement durable (ODD) sont soutenues, et accompagner la mise en place d’un écosystème plus favorable à la société civile.

Para poder llevar a cabo su labor de conectar, apoyar e influir en el desarrollo de capacidades de las Organizaciones de la Sociedad Civil (OSC), Forus ha encargado una investigación sobre las fuentes de financiación de OSC existentes actualmente y sus posibles modalidades a nivel nacional y regional. Esta investigación buscó analizar las fortalezas y debilidades de las distintas fuentes y modalidades de financiación de las OSC para elaborar recomendaciones sobre las formas más eficaces de financiar dichas organizaciones en el futuro, para garantizar que la contribución de las OSC al logro de los Objetivos de Desarrollo Sostenible (ODS) sea apoyado, y para apoyar el desarrollo de un ecosistema más favorable para la sociedad civil.

Progressing National SDGs Implementation (Fourth Edition) Full report

Prepared by the Canadian Council for International Co-operation and commissioned by various civil society organizations including Forus, the report identifies ten key pillars essential to the effective implementation of the 2030 Agenda. It also recognizes emerging good practice and sets out a range of conclusions and recommendations with respect to how countries can both improve their implementation of SDGs and use the HLPF as an opportunity for mutual peer learning, knowledge exchange and support. Furthermore, the review also provides a comparative assessment of how VNR reporting is evolving over time through a comparison of analysis of the VNRs in previous years with findings for 2019.

The review of the 47 VNR reports submitted to the HLPF in 2019 revealed a range of good practices and trends in implementation and reporting, many of which are positive, some of which are cause for concern. The Progressing National SDGs Implementation report covers all aspects of 2030 Agenda implementation through an examination of governance and institutional arrangements, stakeholder engagement, policies, the means of implementation and reporting. Key findings, good practice case studies, emerging best practice and recommendations are presented throughout the report

In July 2018, governments convened for the Sixth Meeting of the United Nations High-level Political Forum (HLPF) on Sustainable Development to examine their progress on implementing the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs). As outlined in the 2030 Agenda, this follow-up and review process is meant to promote accountability to citizens, support effective international cooperation and foster exchange of best practice and mutual learning.

The Future of Civil Society Organisations

The Future is unwritten. Yet, the current challenges and opportunities brought by the COVID-19 pandemic call for a conversation over the transformations we want to see in society, and in the humanitarian, social justice and environmental sector. In this publication, a group of leaders of civil society networks and platforms (including Forus' director Sarah STRACK) share their observations and thoughts, identifying possible directions that civil society organisations may want to go. Not everyone we wanted in the publication was able to contribute, but we will use this as a conversation starter bringing in yet more diversity of perspectives over the coming months. You will read their views on how the ways we work and organise, need to be adapted and made more agile to keep pace with people’s expectations. It is about shifting power, bridging divides and transforming society with a sense of acceleration, caused by the current crisis.
